Some phone companies offer a deal where you can block certain numbers from calling you. You could block her number when you go to bed and unblock it when you get up.
That way you don't miss any emergency calls by unplugging your phone.

Explain to her why you won't take calls (not necessarily hers, but anyone's) and if she does it again, just hit the "ignore" button. As a friend, she should be able to understand why you're not taking her calls. My friend also doesn't take calls at that hour, and if I do call, I know it better be super important. Ignoring her calls doesn't make you a mean person or a bad friend, especially after you've asked her not to.

Either turn the ringer on your phone off at night or change your phone number. Or you could call her at all hours untill she gets the message.

Call her everday for about a week at 1 am. For extra emphasis call her again at 3 am. Go crazy. Make her phone ring off the hook. It won't happen again.

She keeps calling you because you are rewarding her behavior by answering the phone and talking.
Turn off your phone at night and don't worry about it.
Eventually the bad behavior will stop once it's not being rewarded.
