when I click on a link in crigslist.org in the personels, I am sent to my email address and can not make contact with the person I wish to contact in the personels section. this is an example of the links address. per-12345678@crigslist.org When I click to contact the person I am always sent to my email address. It does this every time I click on a link.

You mean it opens up your email program? Or opens up a new email in your email account?
That's a coded private email. Craigs list does that. That is how you contact the person, send an email to that address. That's how that person has chosen to be contacted.
