why do some people have it tough while it seems others have been truly blessed

Depends, are you a theist or atheist?

If you believe in something supernatural, then most believe people get rewards, or are here for a purpose and get what their deity believes they should have to accomplish some goal.

If you don't believe in anything, than random chance says that some people will get all the luck, some people will get none, some will get a little and so on.

Some people are just hard luck and know no other way to live but in chaos and terror of being killed or loosing there home, children or jobs. While others have bad luck but plan and work hard to have good things and don't accept the ways of the "Hard Luck People"

Several reasons:

-people typically notice bad luck more than good luck

-some people are better at creating good luck

-some people let bad luck happen to them

-people who are born into tough lives naturally will have a harder time. It's not luck; it's cause and effect.
