It can be done, but with the amount of work required it would be easier and cheaper to replace it with a glasspack. Since you have to remove it to "gut" it it is not worth the work, especially if it welded on.

what you do is take off the muffler and drill holes in the top of it to where the holes will be on top so it will pass inspection. or you could do like my cousins and pour some fuel in the exhaust pipe and light it.
