according to the ruet-e-hilal comittee (the official authority which declares the start of months according to moon sightings) declared that the moon was not sighted today and thus the 1st Ramadan would be on Monday 25th September 2006 unlike the Middle East where 1st Ramadan was on Saturday 23rd September 2006...

It is the first of Ramadan in Kuwait, Saudi Arabia and UAE but I don't know about pakistan .. sorry

In SOUTH AFRICA we have our first Taraweeh tomorrow night.
I know in the Uk it is the start of Ramadaan there-tonight
