have x = the amount in the first accout with a loss of 4%
have 20000-x = the amount in the second account with a gain of 12%

This would represent the loss in the first account:
(x-.04x)

This would represent the gain in the second account:
[(20000-x)+.12(20000-x)]

So if they broke even, both of these added together would equal 20000:

(x-.04x)+[(20000-x)+
.12(20000-x)]=20000

then just solve for x to find the amount in the 4% account
then plug that number into 20000-x to find the amount in the 12% account.

a + b = 20000
a-.04a = b + .12b

There are other ways you could write it though. If you want just one variable:

x - .04x + (20000 -x) + .12 (20000-x) = 20000
