Depends on how desert-ish it is - many plants other than cacti will grow if they have soil, some even in terrible soil with very little water. Blue Mist Spirea needs very little water, makes beautiful deep blue flowers and butterflies and hummers love it; Russian Sage has silver grey leaves, purple flower spikes and again needs very little water. Yarrows and Penstemmons (sp?) should do well. Catmints, and in fact many other mints, should grow. See what a local nursery offers as natives, that would be a good indication.
