well it looks like you do not live in india so making friends would mean using the internet there are may sites like yahoo or msn,orkut
you cannot make a good friend over night,friendship developes when you come to know some ones assets and short commings and learn to accept it, it would be better to make friends with indians where ever you live , there are a lot of indians settled abroad, who know indians living in india,......
if your living in india, it would be nice if you visited delhi . and moved around party places strike up a conversation and go from there , orkut has a lot of indians on lin looking for friends or yahoo has asian sites you can visit a chat room and strike up a friendship, but beeing good well thats a chance you take on line.
