Very easy to resolve:
You have, by resetting windows changed the keyboard function from English to American. No matter, to change this

↓ go to control panel,
↓ printers and other hardware
↓ Keyboards
↓ Hardware
↓ Properties

From here you shall be able to reassign the keyboards controls...
Alternatively you can change the PCs country code from the control panel - it may do the above automatically...

ok, assuming you're working a recent version of XP, then in case you seem on the commencing up bar, on the backside of your show screen, to the left of centre, yet previously all the provider icons , you will see a sprint double row of vertical dots, then next to that would desire to be 'EN', that shows English, although that is uk or u . s . a . of u.s. English, and, if uk is chosen potential that your @ and your " keys would be interposed, and a few different issues like the # key will produce £ quite. in case you prefer to alter, purely click on the 'EN' and you would be able to pick uk English or u . s . a . of u.s. English.
