There are many ways a forecaster can tell what the temperature will be. Here are some of the methods we use:
1. Climatology. Climatology tells us the average temperature or what to expect for the time of year.
2. Persistence. Persistence tells us what the temperature has been over the past several days. Past weather patterns can tell us what to expect in the future.
3. Computer models. Computer modeling uses current information to project how the weather pattern will change over the next several days. Computer models are most accurate for short term forecasts but we can see a general trend for a couple of weeks just by interpreting them correctly.

A forecaster uses very complex computer-generated numerical models when forecasting the weather. These models describe what will happen in the entire atmosphere (for instance, concerning winds, temperature, and humidity) over the coming days.

They can`t tell you what the weather is doing at the time of the forecast. Do they even look out of the window?

How technical do you want to get?
Basically weather systems circulate the globe in predictable patterns.
Observations are made in those weather systems and, with the aid of satellites, radars etc, the future positions of those weather areas can be fairly accurately predicted.
Satellites also give the temperature of the cloud tops, and the depth of cloud, an estimate of temperature can be made from those images

satellites check the weather and based on past experiences of weather systems, meterologists take an educated guess as to what the weather is going to be over the next few days. They can then estimate the temperature by what the weather is going to be, taking into account the time of year. Of course they often get it wrong!

They use a satelite which follows the path of couds etc. and so, manages to predict, from previous temperatures, what the next temperature will be.

In this day and age, it is based on computer modelling. The computer looks at current conditions, temps, patterns, and makes "an educated guess" as to what will happen in a few days.

Its done with a complex computer program. The admosphere is divided into lots of of workable chunks, and complex interractions between them re-computed billions of times over. Its dead clever, but only accurate to about 5 days (after which non-linear dynamics make it very inaccurate).
