Thats how engines work. When you shift gears you drop in rpms. Its how you move efficiently with an engine that has the same powerband whether you're climbing a hill, cruising on the highway, or starting from a stop light.

On a stock '95 Civic your best bet is to yank out the stock motor and install a VTEC 1.6L or 1.8L. The swap isn't too difficult and you won't have to deal with the prospect of modding an engine that is better off as a boat anchor.

How much do you want to spend. HP Increases can get expensive. From spark plugs and wires to chips, performance exhaust, air intakes, and other engine mods- the list goes on and on and on.

Get a cool air intake. They increase the horse power and believe it or not can increase fuel mileage.
