Don't take any chances. And kudos to you for asking, because I'm assuming you care well enough to understand.
I tried to look for reasons why and only got to the impurities of water and energy consumption. Containers (for which to boil in) may break down into the same water the more you boil it.

The reason they say that is because pure 100% Water is polarized and can be bad for babies. It can wash away there electorlytes and that is bad for anyone. It can cause serious illness. It happens because all the water molecules have been excited into the next their next phase(steam) and then have cooled and return to water (see questions about phase diagrams) so there are no traces of other things that are usually in the water, or they are condesned at the bottom (another reason why you shouldn't do this). So the polar water molecule grabs onto the electrolytes and washes them away. In addition, sediment can build up in thewater that's been boiled, and your baby could be getting a much higher concentration of different materials than if you hadn't boiled the water.
Don't worry about twice these are just guidline, but avoid excessive boiling also you don't have to boil the water for very long to kill bacteria and parasites 2-5 minutes is plenty long enough

Water that is repeatedly boiled loses the good minerals - they evaporate off. Boiling it a couple of times will be OK. I use to PANIC if I knew the kettle had been reboiled and I had to start again! But then with baby no2 I found out a bit more info and discovered why so things were more relaxed!

Boiling raises the mineral content of the water by evaporating pure water from the total mix. You can use it if you add more water to it before you reboil it. Lets face it your not going to do the child any harm with reboiled water unless you already have heavy water. Heavy water is water with a high amount of suspended minerals in it. If you have heavy water you should get a treatment system or use spring water.
BTW reboiled water is recommended for tea. Steeps better or something.

Spring water is the best thing for your baby. Boiling water takes out the nutrients out of the water.

Boiling water removes the mineral contents and leaves it deposited in the kettle or pan by tipping out the water left over you remove the build up. If you just reboil there is a high chance of dumping it eventually in the baby's bottle and giving him very high doses of for example calcium, iron etc. I wouldn't get fanatical about it but it is worth considering,

what happens is you start to take out the goodness in the water but DONT use mineral water and you must boil the water to get rid of as many bugs as possible to keep your baby safe

because when you boil water more than once it starts to become stagnant and will break down, if that makes any sense!! besides it's not that much trouble to go to the sink and boil some more water so it shouldn't be a problem!! :)

with my first baby (who's now 4) i did everything by the book. my second baby (who's now 15 months) i have been much more relaxed and she's perfectly healthy. if you boil it 2 or 3 times it won't do any harm. boiling a kettle and waiting for it to cool isn't always practical when u have a screaming baby waiting for it!

Boiling it once is fine but any more than that and it kills off the nutrients and minerals in the water.
