I think I have seen this problem before and it had to do with File Associations. It was trying to open the Pictures in Internet explorer and was not letting it come through.

To fix this, I had to Open the Imaging program in Windows, usually located Start >> Programs >> Accessories > Imaging, and then use this program to open the Picture file.
