i hava brand new graphics card if that helps..

find the driver disc for your sound / video card and install the drivers

You can try a system restore to a day before the problem starting happening. maybe this will fix the issue at hand.
The other step would be getting the sound drivers from the manufacturer and installing them to fix it.
Tell what pc you have and model will help.

not sure what you've done exactly but go to:
Start
Control Panel
Sounds and Audio Devices
Sounds

and have a play in there
