No, I'm so proud I know the answer to this!
Ex parte is a legal term. If someone is summons to court, and they don't enter a plea in writing and neither they nor their legal rep turn up at court, the judge can hear the case ex parte. In this case if the judge is happy the summons was served the Judge will assume the Defendant has pleaded guilty.

In my own words ex-parte communication is verbal or written communication that is off the record in a court of law. Can apply to any type of case. Such as if you see the judge of your divorce case at McDonalds and you tell him that your wife is having an affair or show him pictures, this is now not admissable in court because it was not properly submitted to the judge and your wife and her lawyers are not there to defend themselves.

What the poster above me is talking about it also true. Ex-parte in that case means that the judge is only going to hear one side of the case because the other party is admitting guilt by not appearing.
