Try to distance yourself from the friend as much as you can. As long as he's not acting on anything, I would keep my mouth shut. Who knows...you might be wrong. Why start any potential drama if he hasn't acted on anything? He might just think you're hot, but has no intention of ever pursuing an inappropriate relationship with you because he respects your marriage.
I know what you mean, though. I get weird looks from my bro-in-law that sometimes make me wonder....but then again, maybe that's just the way he looks at all girls. I try not to think too much into it.
I hope whatever you decide to do works out for you.

Tell him right away. Let your husband know everything you asked on here. That could be a disaster in the making. Don't allow your self to get caught up in him looking at you too much. You may find it flattering after long. Tell your husband or better yet tell your husbands friend that you don't appreciate the fact that he is undressing you with his eyes and then let your husband know. Its better to pull the covers now then later.

I don't think you should tell him unless the friend actually tries to make a move. Before that, he's really done nothing wrong, and your husband might resent you for trying to make him think badly of his friend for no good reason.

Never trust your man's friends. If they become your friends, they will eventually hit on you. Most of my x husbands friend hit on me over the years. I usually just give 'em the talk about once a year. "I am never ever ever ever ever ever goin to sleep with you. I can sleep with a million men if I wanted to, why would I pick you, my friend? It would ruin the friendship. And friends are much harder to come by than someone to f*ck.

He might be just looking which is normal for a man. You don't want to cause a problem between him and his friend unless you are for sure. So unless he is straight up hitting on you or touching you inappropriately I would just try to ignore it. Why stir up something for nothing?

If you really honest and love your husband...just ignore him and do the most pleasant thing by your husband...make your husband to see your butts...look at you wieredly...
