Does anyone know the formula and basic instructions on the procedure ..Want to do them for Halloween

I have fond memories of this item. In case the link does not work below, the basic formula is 1) First, carve out your face, 2) dip the apple in a soultion of lemon juice and salt (1 cup lemon juice and two to three tablespoons of salt. 3) hang them from string in from of a window until they shrink and harden. Enjoy an age old favorite.

I remember them, but don't know the formula. We did what we called crabapples, which is basically the same.
Peel an apple and use a knife to carve out a mouth, nose, eyes, etc. Get 2 sewing pins, the kind with the round colored top, and cut them halfway down for the eyeballs. Stick them in the places for their eyes. (I like red)
Then, you just leave them in a warn dry place for a while. They'll shrivel and turn all ugly - accenting the carvings in the face.
