WHO thought of the number three-fifths? I know the definition but I NEVER knew why exactly. Of all the numbers, why three-fifths? Thanks!

The slaves in the southern states were counted as three-fifths of a person. The reason why this was important, was because when the Great Compromise was issued, the Congress was made into a bicameral legislature. This means it had the Senate, and the House of Representatives. The House shows its voice through population of the individual's state. And slaves counted as three-fifths of a person within the representative's home state.

Nothern delegates generally wished to count only the free inhabitants of each state. Southern delegates to the Constitutional Convention, on the other hand, generally wanted to count slaves at their actual numbers. Since slaves could not vote, Southern slaveholders would thus have the benefit of increased representation in the House and Electoral College (taxation was only a secondary issue). The final compromise of counting slaves as only three fifths of their actual numbers is generally credited with giving the South disproportionate political power in the U.S. government from the establishment of the Constitution until the Civil War.

It made 5 slaves count as three people. So the slave owners could be able to keep their power in office and they will always have slaves.

Because the whites felt that half was too little and 100% was too much, so after much debate they figured that an African-American was 3/5ths of a person.
