It is recommended to not face them forward until they are at least a year old AND 20 pounds

The baby's weight and age are a factor. At least 1 year old AND at least 20-22 lbs. If the baby fits fine rear facing, leave her as long as possible. It is the safest position.

According to my baby seat manual. The time to front face the child is when they reach the weight of 22 to 30lbs and the height of 29 to 32 in. Nothing about age at all. My daughter is 14 months old, today in fact, and she is only 17lbs and 27 in tall so she still faces backwards.

Doctors recommend keeping babies rear facing until 12mths.They say it is the safest.Even when they grow out of infant seats you can get a car seat that goes rear or front facing.

20 pounds AND 1 year. Carseat manuals will tell you the limits on that particular seat, they will not tell you your state law.

I think this varies from state to state, but around here, it's one year old AND a certain weight. My daughter hit the weight well before a year, but she still had to wait until she was old enough. Call your police or fire department if uncertain.

As I understand it after 20 pounds and when the child has developed the neck strength to support their own head then they can be forward facing.
