I assume you mean to visit ? not to live

If you mean visit then I agree that Italy is best. I would not chose
Greece as second. I would suggest UK, France [especially Paris which is possibly the most beautiful city , though some would say Rome]. St Petersburgh is another great city to visit. For skiers it is hard to beat Switzerland, France ,Austria.

Of cours if you mean to live then I would take the Uk as no 1.with Greece well down the list.

I think you are right on Italy. But how did you come up with a runner up as Greece ? I would say Spain (Andalucia, Seville, Grenade, Barcelona) and France (Paris, Dordogne, Provence...) are a lot more spectacular, regardless whether you are a historian, nature lover, wine or food lover or a romantic. These are also the three countries I thought people could be the most charming.
