Good question youv'e asked but in everyone of us there is this innate feeling to judge everything you know or see or have from the little information that you have gathered and it keeps changing over a period of time either because of the interaction or the more information you gather about it (read as people, place or things). It is just that there are people who are outspoken and some who would rather keep to themselves and this is why you find only some people very judgemental and more plainly so at people who base their reactions with thier judgement which is not fair!
But being judgmental is an innate quality of every being and how we choose to deal with it brings out the quality of the person!

Most likely, I would say, because most of our impressions of a new person are made withing about 5 seconds (See any interview help book). We judge people based on aesthetics, immediate recognition of behaviour cross-referenced with our memories and previous experiences and probably a level of pheromonal reaction.
There is nothing wrong with judging people on the first meeting, it is a natural thing. It is in place to determine if they are a threat, a potential mate, friend, victim (sad but true - think more 'social subordinate') or anything else.

In my opinion it begins some where with negative emotions like jeliousy and insecurity combined with influence by that i mean someones peer is another persons foe and with all this together its easy to judge someone you do not know because its human nature to be influenced or we would not learn, the unfortutnate thing is that the majority are to immature to seperate the good and the bad eggs and too naive to spot the difference between postive and negative influence, fact or fiction and truth and bullS@it. But understanding all this sure makes life interesting and puts things in a different perspective.

Sometimes I wonder if they have been taught to do that. There is a place for judgment of others in certain situations. You have to use some judgment to decide who you want to be friends with or to date. Employers use judgment to decide who they want to hire.
I think there are a lot of people who judge others for no reason. There's no reason to judge people you see out in public if you won't have any interaction with them

This is due to ignorance and lack of respect for the other person.
For one to be judgemental, one needs to be conversant with the subject at hand.Apart from that they just need to keep quite.

Because they are stupid and arrogant and happen to have some social-standing they are able go about 'authorising' themselves to judge even people they dont know !!

In my opinion they are probably insecure about there own self. therefore they feel the need to judge others in order to draw the attention away from themselves.

Because its natural to aim to be the best.
Evolutionary theory shows us that people constantly strive to be the best, if you wern't the best you died, quite simply.
