Try creating a startup disk from another computer running the same operating system. It should have windows XP home. See instructions below.

Insert a blank floppy disk in the other computer,
Click on Start, My Computer
Right-click drive A and click Format
Check the box that says "Creat MS-DOS Startup Disk" and click start.

You should be able to use this disk on your laptop.
