The prices don't change. I would suggest doing it before it rains though.

I don't know about cheaper, but it's better to change them when it's sunny out than wait until it's pouring and you can't see well in the rain

the absolute cheapest time is before the old ones get to the point that you can't see clearly causing you to be involved in an accident. Now that becomes expensive.

makes no difference. but it is better to replace them when it is sunny out so you don't get wet when you replace them
