Post the rule on the wall. If they violate it, take away their computer privelege. They shouldn't be using it unsupervised anyway.

There is a timer that you can download called 1time, which will play any file that you want, music say after it is finished counting down. Trouble with this is that you have to be there to shut the computer off...and the kids could turn it off or reset it.
But I think that you are talking about a program that shuts the computer down after a certain amount of time... You'd still have to be there to start the computer up with a secret password every time that they wanted and were allowed to log on....or they'd just shut the computer down and start it again. You need a nanny to monitor your kids if they won't listen to you.

At first, I was going to post a link to some software websites that allow you to do that. But after reading some reviews of their products, I wouldn't recommend them. I've tried Net Nanny, as the other poster had suggested but it really doesn't work well. Most kids will be smart enough to bypass whatever software you use to limit their PC use. It only took me 1 minute to find ways to bypass NetNanny, ENUFF, and other software.
Here's something that might work. Try using a laptop, charge it at night and let them use it till the power dies =). Lock your computer in your office/room. Just make sure to take the AC adapter away from them. Hopefully their friends won't have one of the same model.

A number of programs are sold that are used to monitor children's computer use. Net Nanny will automatically shut down a computer past a certain hour unless a code (known by the parent) is installed. It also filters certain content. What I don't like about it is that it won't allow the opening of multiple Internet windows.
There are other such programs, though.

Just put a code that only you will know. In this way the computer will never be turned on and they will need you to turn it on for them so you can check and find out when they use the computer.

I don't know of any device available in the market for this. Some BIOS have the option to shutdown after a specific number of hours. You can try that.
