where is the starter on a 99 kia sephis...drivers side or passenger side?

i mean is it near the firewall on the drivers or passengers side

Since this is a positive ground, pop the hood and find the positive lead from the battery and follow this back to the starter.

if it is a front whell drive it is in the middle usuall near the radiator

why don't you open the hood and look? failing that, drive the car on to wheel ramps, get under the car and look.
