You need to use a server side scripting language and a database. It's more complicated than making a static HTML web page.

If you are running IIS, you can use Visual Web Developer 2005 to create an ASP.NET 2.0 log in scheme very, very quickly and easily.

if u want free tools..use php/perl..if you know how to code it...otherwise there are other dynamic programing ASP, .net,...etc avaible...

if you know how to code/program, then you can use xml to store data
