Try Edge Advanced Gel for Sensitive Skin or Aveeno shave gel, it has oatmeal in it which is supposed to soothe the skin.

Since he has been using it he doesn't get the bumps anymore and his neck doesn't itch anymore. im not sure, but try womens shave gel it makes ur skin soft and it shouldnt cause razor burn.
im not sure though so dont get angry if it doesnt work...
