I believe what you are trying to ask, I think, is how to be the best hostess at your party and how to best divide your time equally among your guests.
As your gfriends arrive, greet each one personally at the door. Spend a few minutes talking to them, about them, as you bring them into your home, take their coats/gifts, show them refreshments, and introduce them to other guests they may not know. Your friends will naturally break off into smaller groups. Spend your time walking from group to group, chat, make sure you talk to everyone. Give yourself a few minutes and then move on to the next group. If you notice someone is shy or standing alone, include them in your walk around and try and get them talking to someone in one of the groups.
If you only have a small number of guests, there'll just be one larger group and you can focus on talking to each guest in turn.
As for games:
Twister is fun. A variation of it: instead of using the plastic mat, you can use (larger, unbreakable) objects in the room: like "right hand on blue" and if you have a blue sofa, everyone's right hand goes on the blue sofa...or the green wall...or the red cushion.
Board games such as Blurt are fun.
Got a pile of adult coats/hats/boots, etc.? Blind-fold two guests at a time, give them 5 min, and have them dress themselves in the outer garments. Can get a little silly.
Play 6 degrees of separation. The first girl names an actor/actress and the next girl needs to name another actor/actress who has been in a movie with them. And so on around the room.
Wrap up a gift in 10 or more layers of wrapping paper. Put on music and hand the gift to the first girl. The gift gets handed around the room while the music plays. When it stops, whoever is holding the gift gets to tear off a layer of wrapping. When the music starts she has to hand it to the next person again.

I think you want to know that when you have this party, you want to know how you can give personal attention to each guest, and you want to play a game but that you live an apartment (apartments are small and can't be too loud or outrageous). Am I right?
There's Truth or Dare, Six Degrees of Separation. Got a mike? There's Karaoke. A great, not really a board game, but a game is Outrageous or Scattergories. Bothe these games involve everyone and you divide up into groups. Can get it at any toy store around $20.
I understand that you don't want to offend anyone that you haven't been paying personal attention to them since the party started but you won't have a good time if you stress yourself out over it. Pay attention to them as a group, not individually. You are the birthday girl and it's a time of celebration, not hard feelings and fighting. If one of the girls gets mad at you because you didn't pay attention to her personally, I mean, how shallow is that? Be prepared for that!

first of all since you are the birthday girl you should be the center of attention. the guest should come to you and you should not have to worry about entertaining them. a good party game is always "Truth or Dare"" or if there will be boys there try "Spin the Bottle". First of all, happy birthday, second, a game u could play is well u have to get paper plates some sort of candy, and whip cream. u pair everyone so everyone has a partner and give every team a plate full of whip cream and the candy at the bottom. now one person has to stick ther face in the plate and try to get the candy while the other one holds they're hands behind their bak and whoever gets the candy first wins.
