Use any media player: iTunes, Windows Media Player, etc. Simply select the action to burn a CD. It will ask you what format. Choose MP3 CD.
Alternatively, you might have to select the MP3 format in the options/preferences for the media player.
Most older CD players won't play an MP3 CD, fyi.

You can "rip" most CD tracks to MP3 format by just using Windows Media Player.
Easy CD Creator or Nero should also do the trick. These will also burn a new "all mp3" disc for you if that's what you want.

You will need a software program that can do that for you. I personally like Nero. You can just choose to burn a cd in mp3 format and it will allow you to put about 100 songs if they are only 3 minutes long or may be more.
There are many software's out there. Go to download.com get a trial version to see how you like them.

Hey,
you can convert your music files to mp3's by the Windows Media Player.
Windows Media Player 11
Go Windows Media Player/Rip/Format/ Change this to mp3
Windows Media Player 10
When you are going to rip just change the Format to mp3 (it will ask you)
Also, if you want mp3's just go and download Limewire http://www.limewire.com but check if you are totally secured ( Antivirus AVG Free Edition http://free.grisoft.com/doc/avg-anti-virus-free/lng/us/tpl/v5 AntiSpyware Ad-Aware SE Personal http://www.cnet.com.au/downloads/0,239030384,10399602s,00.htm you will be fully protected with this fully free programs)
Then you would need an software to write them. I would recommend to download a free trial of nero from http://www.nero.com it is the best program right now.

download winamp, and the tutorial on their website, winamp.com. and it helps if your comp can burn cd.
