Yes there is. Check out Villa Carolina Townhouse. This is the closest decent place to stay near the airport and is near your price range.
Actually I stayed there a few years back for about 1000 pesos a night, That is within you price range at the current exchange rate. For that price I got a basic room, hot water in the shower, cable TV, and a decent clean bed. There was no phone in the room at that time but you could use the one in the lobby. They also had one PC in the lobby that you could wait around and use for some small fee.
I chose to walk to an internet cafe about a block away at the Coastal Mall. Nice scenery in the mall too, plently of restaurants. I paid 30 pesos and hour to use a private internet station with broadband.
The Townhouse isn't actually a hotel though. It is a sort of house that has been converted and added on to over the years. I enjoyed the rooftop view of Manila Bay but there was rarely anyone else up there.The lobby is different than a hotel because people sort of sit around some drinking and just swap travel stories. I believe they have dorm style rooms too like in a youth hostel but am not sure if they still have those. Anyway this is really close and convenient to the airport and I had a ball there. If you are a traveller this place will go into your notebook. If you are a tourist then best to stick with one of the hotel chains, but there aren't any near the airport.

*Just an added note as I see people keep mentioning taxis. As a resident of the Phiippines I can tell you that it is worth the few extra dollars to walk to the left outside the airport terminal and get a coupon for Nissan Airport Taxi. Yes it is 3 times the regular meter, but finding an airport taxi who will use the meter is very difficult. I suggest to take the Nissan Taxi for a nice car and the direct route to your hotel. If you stay at the Townhouse it will cost you 180 pesos or $3.60. Yes it is about a 50 pesos ride to the airport but you could stand there all night to get someone to use the meter then he will just drive around for an hour until his meter reads the same. I don't see why you would want to go all the way to Makati just to spend 2 or 3 nights in Manila but that is up to you. Makati can be only 20 minutes by car but that could easily turn into 2 hours if the main highway (EDSA) is backed up.. The Nissan Taxi rate to Makati is 375 pesos which is about $7.50 for a safe, clean, taxi, and no haggling after a long flight. I don't mind either way but I just don't believe it is worth spending even 30 minutes or more at the airport to take a chance on maybe saving 50 cents. Far better to just get a nice care who will safely deliver you to your hotel so you can take your shoes off an just relax. In my humble opinion

Mr Boz gave my answer....I also stayed at the Villa Carolina...not so great, but a place where travellers hang out and a good place to stay for the first night or 2 in Manila....also the management is quite knowledgeable about anything most first timers might be concerned with....I paid 500P in 2001 and 550P in 2003.....be prepared to get ripped off on taxi from the airport......they insist on not using the meter..but you should insist they use meter....airport taxis are always like that anywhere...they try thier best to get rich off you.

I would suggest that you go to Makati and stay at Sunette Tower. It is closer to 1,500 peso a night (about $30), but it is safe and near lots of fun! If you don't mid spending 2,500 peso ($50) go for Garden City Hotel.
One bit of advice... when you arrive in Manila, there is a cab stand there at the airport for a flat rate. Do NOT take this as it is very expensive compared to the cabs you can get by just walking out of the airport. You can get a cab from airport to Makati for about 200 peso if I remember correctly. Also, ALWAYS check the meter to be sure it is running. NEVER let a cab driver do a flat rate fare because they ALWAYS are trying to rip you off. Also some willl try to ask for more. I always tell them no guarantee, but it they are good driver then I wil think about it.
Manila is a fun place, but watch out for pickpockets just like any major city in the world.

Because there are a lot of fun things to do in Makati and Baywalk. What is there to do near the airport? Hang out in Paranque? Walk around Sucat SM?

yes i was there in manilla in january last.the euro-inn is a guarded estate and they have free airport service to am from the airports ,both.call them from the airport .see security police captain,he has there contact info and will assist yu to be picked up in half hour approx.is cheap and they cook some meals ,not fancy but clean and secure,tell them bob searl sent yu ,they will remember the guy who lost passport,ha ha.
