Depends on the concentration. You need to use the Kb expression for acetate ion to determine the pH.

Kb = [CH3COOH] [OH-]/[CH3COO-]

Solve for OH- concentration and then either figure out pOH and subtract that number from 14 to get pH, or use Kw to get H+ concentration and then get pH.
