For the same reason he wears a shirt at all.... b/c Disney didn't want characters that act human to be seen naked. Silly, I know but there it is.
Notice, if you will, Pluto acts like a dog so he has no clothes at all.

From Hitchhikers' Guide to the Galaxy, you know that a towel is the most darned useful thing there is. And, if you're equipped with one already, people are more likely to be friendly to you.
Donald Duck anticipates this. He has a towel to show that he's ready for anything, and a boon companion to have. Don't disrespect the Duck!

It's a cartoon in the real world he wouldn't even take a shower cuz he couldn't get wet! Everyone knows ducks can't get wet!
But in all seriousness it would be to dry off before he started running around nude

I don't know because ducks have a waterproof coating that causes water to form beads and roll off, hence the saying, "like water off a duck's back".

Our little Donald is a bit of an exhibitionist, I believe. Besides, in a cartoon universe ANYTHING is possible.
