masturbation is illegal in some places.
Many religions also have rituals repentance cleansing etc.. for instances of masturbation.
If it is "self harm" then it could be illegal or require psychiatric or overiding of the parental responsibility due to neglect.
In some cultures masturbation is seen as "ok". IMO doing physical exercise or other "benificial" acitivities is a better pursuit..
As a parent, I don't think I would be neutral if I knew my child was masturbating, I would frankly say, "Don't you have better things to do with your time. If you exercise and learn now, you'll have a better chance of having a "good" relationship when you get older. You are wasting your potential."
IMO masturbation causes a whole sleuth of problems, especiallly developmentally.
Don't let your kid masturbate if you can in anyway encourage them not to, that is short of actually punishing them for it.
Masturbation is a crime in some countires like singapore.
There is a large number of spiritual reasons NOT to masturbate.
p.s. Although sperm is generally safe for consumption, it does contain or may contain some harmful substances. IMO sperm in "large" quantities may NOT be safe for consumption although I don't see how a single child could produce enough for their own consumption to be dangerous. Although in general I think the behavior of sucking on your own penis (although marilyn manson did/does) may be something that I would think twice about. Although it may not be default "wrong" bevause it is our own body... I would be reluctant to suck my own penis or even for that matter masturbate, because it is imo a activity of slack and rewards for in general "no good". I.E. it is a reward for nothing.

You didn't mention if the kid was getting themself off totally to the point of ejaculation. Just some more info.
All in all I wouldn't encourage the behavior, but I wouldn't punish them for it.
If in doubt contact your local police to see what their opinion is or file an information with a Judge or JP to see if they think it is worthy of trial.

i don't think so i think he would need to see a therapist and a psychiatrist and if a child is doing that to himself he most likely was sexually abused by someone else and he could become an offender
