I believe that two wrongs don't make a right.
Example:
terrorists attack WTC- we spiral into a war-
the outcome- innocent people died/die in both.

Only in terms of what it was meant for. The quote was meant to set limits to punishment (ie you shouldn't recieve death for stealing a horse).
