isnt it funny how that question is.... they say "can I ask you a question", think about it... if you ask a something it's gonna be a question....

It is an oxymoron. Such as common sense (which is not common at all!! :)), jumbo shrimp, military intelligence. There are many inconsistencies in the English language. That being said, it depends on the intellect of the person and how they phrase it. Instead of saying, "can I ask you a question", try a command statement such as, "I need to ask you something".
