Well.... your question doesn't make any sense.
Who is the widow? Him? Did his wife die?
Or is his wife the widow? Meaning he died and therefore cannot marry. (Regardless on whether it is legal or not, he would need to sign a marriage certificate and then speak the vows. If he is dead, he cannot do any of these, which DOES NOT MAKE IT ILLEGAL PEOPLE!! It makes it an impossibility.)
But if he is alive, and his wife died, making him a widow, then yes it is legal for him to remarry, even his sister-in-law.

It's impossible. For a man to have a "his widow", he needs to be dead. So, he can not marry his widow's sister, he is the one who is dead. He can marry his late wife's sister.

This is one seems to want to keep things running in the family.
Where I come from people would tell you that such guy wants no trouble in getting another mother-in-law.
If one doesn't want trouble with his mother-in-law he should always marry his late wife's sisterhood - I guess that works...whatEver!
