I know you probably meant this to be a joke - however, congress could concievably create a flatuance tax.

It is a scientificly proven fact that on average, people produce around 3/4 of a liter of gas daily. Of course it fluctuates depending upon metabolism and appetite, as well as the type of foods consumed - but everyone could be taxed upon the average.
