The answer depends on the perimeters. If you look at it from an international standpoint, Nixon and Reagan, from a domestic standpoint, Hoover (ended the Great Depression, but was defeated by Roosevelt before it went into action) from a business standpoint, it was Clinton, from a poverty standpoint it was LBJ. No president is the "best" all have unique challenges.

The best president of America becomes "the best" by either forming up a country (Washington), consolidating its people (Lincoln), leading it though violent storms to bright days (Roosevelt), or just simply making himself scandalously attract the fair-sex (Clinton).

it's easy to argue it's Franklin Roosevelt because he's the only one to ever be elected for a 3rd term, and his power and influence is the reason term limits where introduced.. he also lead the nation threw a world war and (with the aid of the war) pulled it out of the great depression.
Some would also argue Kennedy, just because of how popular he was.

It certainly isn't the current one. I am thinking him one of the worst.
I think that if you go by what was done for the country, and all of the advancement that benefited the nation (and still does), I would have to go with both Roosevelts (Teddy and Franklin). Both had things that lasted well into the 21st century.
