No. Italy has many mountains including a part of Alps. On the other hand the city of ancient Rome was built on top of 7 hills, although even that is a little suspect as what counts as a hill was rather arbitrarly defined to get the number equal to seven.

Individual settlements on these hills eventually combined to form the city of Rome, perhaps during the eigth century BCE, and are now situated near the center of what has become a much larger city.
