in the fuse pannel uder the steering wheel

The "flasher"?? you mean the obd2 plug? That is located on the left hand side (near the fuse box) but not in it. It will be right as you get under the plastic...stick your head down near the bottom of your seat you will see it. 99 Trans am huh? Thats a nice car. I just sold my 00 SS :) Long live F-bodies!!!

it will be located in the under dash fuse panel. it will be round could be colored plastic or metal.
