No we should never waste anything and a good use for the cotton ball at the top of the package may be to swab the arm of death row inmates getting the lethal injection.....makes about as much sense, wouldn't you say?
And just for the record, a human life is a terrible thing to waste as well, no matter how heinous their crime, God made them and we are not God....should think being in prison for the rest of your life would be a fate worse than death, but that's just my opinion...doesn't mean much in this country anymore, t'would appear....And apologize to the asker for my editorializing on this answer...Peace.
