That was Mayor of New Orleans, Ray Nagin. His comment was directed to a person who asked why the rebuilding of New Orleans was not complete on the first anniversary of Katrina. He refered to the five year old hole in the ground where the World Trade Center Towers stood five years ago.

Everyone is right. The all powerful politician of New Orleans who suckered the people into reelecting him even after his pitiful Katrina effort, Ray Nagin. It was made as a comment to the mayor of New York who asked why New Orleans was so slow to recover (of course it was through the press this all came to light).
