You may be thinking of the original version of "Invaders From Mars" where the leader of the Aliens was a head in a glass bowl with octopus like arms (no suction cups), which used mental telepathy.

Could it be The Blob? I remember something like this from the 80s, maybe it was on ABC-so a tv movie.
