That is an interesting idea. But you know that terrorists love to hang out in civilian populated areas. If it could be made to look like the terrorists accidentally detonated the device that might be a good idea.

Like all of your ideas, it's ill concieved and poorly thought out.
Your idea has no way of telling where the bomb would go off. Then there's the flallout issue.
