We usually think of things that meet basic human needs such as food and shelter as more "important" or "practical" than aesthetic or entertainment based activities.
This may be true. However, if we examine daily life we find that it is filled with very impractical pleasures. Without such things, it would hardly be worth the effort of providing food and shelter for ourselves--to merely "survive".
For many people in this world, survival is the paramount concern. It is a luxury that some of us can be more concerned with a beautiful painting than with finding food. Nevertheless, I can't think of a single culture on Earth that spares no time for art. This suggests that the creation and enjoyment of art is, while not needed for survival, a very basic human need.
Art can function to edify our appreciations--either for art itself or for the things in life that are related to art. Possibly art can change the course of cultural history by stimulating discussion or thinking. On a very practical level, visual art gives us something cool to hang on our walls and look at.
For the artist, I see the function of art as a solipsistic escape from the dullness of our everyday lives (into a realm of abstraction or weirdness, where a "reality" of your choice can be created). Art as a whole I see as, in the end, just the inevitable result of the inexplicable but very compelling desire that some people experience to produce it, and others to view it.

Art is necessary because it begins where words end.
Art is a necessary act of humanity ... Like poetry and music, art is fundamental to our experiences as human.
Empathy in taking us out of our familiar (and often selfish or ego saturated) selves into the worlds of other people and places, enticed by both attractive and (unattractive) character ridden beauty.
From Santa Claus, parables, and a connection to the spiritual side of life...... some might say Art is as necessary as breathing.
The fact that you were creative enough to ask demonstrates the 'Artist' within you.

Taking culture from society would be like plucking the stars from the sky, you see every person on this planet exist with the ingredients of culture in their DNA, and to take away something so important would be to change the very fabric of life in which we live. Culture is a subject that does not have to be taught gust guided, I never was taught to breathe I jest started doing it because it was in my DNA, and so if culture were ever taken out of the presence of society it would in time reappear because it is apart of us all. So wither it be the little boy in the back of the class doodling instead of listing to the teacher, the baby slowly building a castle with blocks or a mother humming a little tune while cooking dinner culture would surly find its way back to the eyes, hearts and minds of the people. Is culture necessary? No. Could or would life go on without it? Maybe but who would want to live in a world with no essence no since of style or feeling, can culture be taken away? No. Because no matter how much you try to hide it or cover it up it will still linger in the background. P.S. and just because you can’t see it doesn’t mean it’s not there.

Necessary to live, no. Necessary to live as a more rounded, intelligent person, yes. Remember, art is more than just paint. It's music, fashion, architecture, ect.

art comes in different forms.... music, drama, films, photography, the world cannot evolve with w/o it. its connected to every piece of technology. Design, the look of things are just as important as the product. so yes. its necessary

Some must express themselves in an artistic way whether others appreciate it or not. Then there are those who derive pleasure from viewing art. Apparently, our ancestors thought it important since they applied it to cave walls, pottery, clothes, etc.
