Because it is the proper and SAFE way to park any car that has a manual transmission. That is why an automatic has "park" position. It keeps the car from moving easily. Just because the ground looks level doesn't mean it really is. You should also set the parking brake as well. Otherwise if someone should bump your car it would go a lot further and hit a lot more things before stopping. A vehicle should never be left in neutral for these reasons.

I don't know the context, but if you wanted to lift the back of the car up, you cannot stop the front wheels from moving as the hand brake only brakes the back wheels. So the best thing is to chock the front wheels, but as a double safety measure you can put the car in gear to stop the wheels from turning.

I certainly don't trust a car when lifted up at the back and will do every safety measure possible to prevent it from shifting suddenly.

It is a habit particularly amongst Welshmen, We live on hills.
We may vary things too by putting it in reverse and pointing the wheels in toward the curb.

If the handbrake cable broke, you still have a back-up to hold the car precisely in place. It's so little effort that what does it matter if they do it or no?

mechanics do it because it uses the front wheels to stop the car from moving and you can work on the rear wheels.

either as habit, or to limit the amount it moves if somebody belts into it... (loose brake cable can still allow wheels to move)
