~ ! ~ Love it! Everything gets affected by the tidal pull of the moon. The ocean is big enough that the moon's gravity pulls the water around the earth and it's very noticeable, but the same effect on a bunch of individual barrels won't have much effect, just like it doesn't have any effect on your bathtub.

Note that the moon's gravity also pulls the atmosphere and the earth itself; they just aren't as noticeable to us. It's all just matter pulling on matter.

Only after it is spilled. The oil needs to be free flowing to have high and low tides. It also needs to cover a large area for the moon's pull to be noticeable. As it is pulled by moon gravity like that other person said. However during the Exxon Valdez crisis trillions of barrels of oil did have high and low tides.
