Depends on what you mean by 'blocked'.

Your PC, your ISP, or the host server may all 'block' a website.

Practically speaking your only available unblocking option is the PC's software. Some viruses will place 'blocks' on accessing the
anti-virus websites.

Read up on fire walls as that is the same tech. field. Common security programs will 'block' hostile websites. 'Nanny' filters for content can 'block' websites as well. LOL- children bored at school now have a practical means of learning... at home! I suppose that is one way to get kids interested in technology fields.

The answer in the above post will work if 'block' is of another type. And again some 'blocks' are beyond your control- such as the site being powered down!

Hope this was informative... AND you are NOT headed for trouble.

Again with most techie questions the more info the better to get a specific answer...

menu bar on top of your web-browser, click on TOOLS, go down menu to INTERNET OPTIONS, click on the PRIVACY tab, click on SITES, type in (or paste in) the http://www...... whatever that website is, then click on ALLOW, then click on OK. Then restart or reboot your web-browser, and try it now.
It should work. Be carefull you didn't press BLOCK or just enter instead of pressing ALLOW. IF its in your blocked list, you can remove it, and allow it with the above process.
