What would be the point of creating a seperate area of network space for a different internet when you can just create more space on the same one. Would you want to choose which internet you connected to?

Theres no point, the space is seperately owned by different companies but it all comes together and becomes the internet. The "Internet" is just the link between computers, the space is something else.

There are many companies that provide networks that are not dependent on the internet. Many large companies also run their own private networks. Actually the internet its self is only a bunch of different networks that are interconnected.

Yes. It already exists, but not yet available to the public. It is called Abilene, a high speed network used by law enforcement and universities.

There is no need for such a thing as the internet already provides access to more information than you can shake a stick at. If there is no need, no one will feel compelled to develop it. So yes, one could. But nobody would want to.
