A one-ounce letter to a U.S. military address (APO or FPO) it would cost 39c (NOT 38c!). It is considered domestic mail. If you are writing to an address that is not for U.S. military personnel, then it would cost 84c, the same as to any other country outside North America. The number of stamps does not matter - they have to add up to at least the correct rate.

If you are sending a letter to an APO address, including Iraq, the postage is the same as in the US. If it's heavier than a normal letter (oversize card or envelope with stuff in it) weigh it at the post office.

If the letter is going to a provider member with an APO tackle, then merely a million stamp is critical. even if that's to an exact Iraq tackle/non US protection rigidity...then i have not a clue, acceptable take it to the submit place of work.

If you are mailing to a US soldier in Iraq, you send it to their APO, and it is like regular mail.
Take it to the post office first to make sure, or go to http://www.usps.com
